Because it would cost more to run two sets of dies molding the plastic buttons. Cheaper to use the same button in all situations.

As while having one mold may be cheaper, the extra raising for the braille would be using more plastic. Granted it may be a relatively small amount. but for large volumes covering all the ATMs world wide, it could potentially add up which in turn could prove to be a net lower cost by having 2 sets of dies rather than 1.
Yes, the volume would matter. The people paid to make as much money possible producing and selling these things decided the volume of plastic that constitutes a braille dimple does not represent a cost savings over running additional dies and maintaining separate inventories.
The material going in the die in this case is probably the most trivial expense. Down time and man hours changing dies, or just man hours and capital cost of running additional lines have been judged greater than the aggregate savings of plastic dimples.
