All I'm finding so far is scammers.

One of the companies I own is looking to purchase about 1000 cheap tablets, 2in1s and/or tablets that we can easily load with our proprietary software and give to our clients. (Long story short it's cheaper to give away cheap comps than hire customer service to help with setting up the system on completely different servers and operating systems and we have to guarantee our software can only be opened from specific Physical locations for HIPAA reasons).

I've found a ton of scammers to the point I'm tempted to just order a bunch of Raspberry Pis, some cases, touchscreen monitors and some SD cards (it needs a min of 100 gigs) and then hire a college student to just assemble them over here. I'd rather just purchase cheap stuff already built, but I'm so irritated by the flood of Chinese scammers I'm about to say eff it and do it the hardway.

The actual quality of the tech components is really irrelevant. As long as it's got 100 gigs of storage space, can handle Linux or Windows and can network with another computer. I don't even care if it's a knockoff Serfase or McBouck or whatever as long as the components are decent.
 
By the way, by don't care I don't mean I would pawn off said knockoff to a client as the real deal. I just mean as long as the components are decent I'll be happy. I don't need to sell Surfaces or MacBooks, they're buying the tech for its software we're not releasing elsewhere and for the intellectual content contained in said software. The hardware is superfluous as long as it meets the min.

Yeah that would work, at least the version with an sd card slot and Windows as opposed to android. But I still need to find a cheap foreign supplier. We're planning on selling the software enabled tablet for about $600 so I wouldn't want to pay more than $150 and really about $100 for the hardware. So the product works but is a little pricey paying retail.

Your suggestion let me to this acer which is somewhat similar but is available through New Egg refurbed for $99. That's hitting my price point but we really need a reliable wholesaler that we can just but in 100 or maybe 1000 unit orders and know it would still be available.

Is this some kind of medical bedside EMR app? What you got cookin there @FSUTribe76 ?

Basically the same EMR program in general meaning HIPAA compliant and storage only on the device with no outside access in but accessing our portal for updated questions, but designed in three versions for separate end users. Pharmacists complying with DEA red flag requirements, pain management and primary care intake performed by staff and addiction Center and sober house's daily logs for mental health counselors.

Basically our programmers made it so that we have access to change the questions to match new DEA and state regulatory requirements from our end so that we can offer different versions and update them as needed while at the same time allowing the end user to add and save additional questions they may want but are not required (like insurance information or specific questions for the individual modality or disorder). That also lets me provide an area for "sample additional questions" for clients to add that makes me (as an attorney and certified risk manager) happier while leaving the base version meeting only the minimum requirements there for pharmacists, physicians, mental health counselors and other staff happy with its brevity.
 
Basically as far as the tech goes, if we can get it for wholesale and make the retail price somewhat on par with the regular retail price of comparable tablets I'd be happy. But my clients tell me that it's really irrelevant as they would allegedly not allow the tablet to be used for other purposes. Knowing how staff works...I'm sure they'll be filled with porn and video games by the end of the week.
