Was the crack back penality really a bad call?

I'm watching the replay on ESPNU and I'm not sure that was a bad call. Maybe someone with football officiating experience can help. Stevenson initially hit him on the side, no penailty there. However, Stevenson's arm struck Clemson #23 on the back of his leg as he was falling down. Does the arm clipping #23 on the back of the leg qualify as a crack back block or clip?
