Now, someone has to win their league games among the rest of the teams.

Should still be good, returning QB and an offensive guru in Petrino (turned Arkansas into a good, top 10 team)
Number 5 is the toughie.
Virginia Tech? I can't get in to them just because, as many have noted, this is eerily similar to FSU the last 5 years of Bobby's tenure. They are always going to have talent, mainly because Virginia refuses to become a good program.
Miami? Head coach is a hindrance, as well as the entire administration down there. I was never a D1 athlete, so I'm not sure how big of an issue no on-campus stadium truly is, but the lack of fan support would be a concern. They are also always going to generally have good talent due to their location, but I don't believe they can ascend to the top of the conference.
Duke? There's your answer, which is both good and bad at the same time. Cutty, while being an absolute curmudgeon, is a good football coach. He gets decent talent, and get a lot out of them.
With the addition of Duke as a week in, week out Top 25 team, that's a Top 5 in the ACC that can go up against the Top 5 of any other conference.
