Best softwAre for pictures

Mostly looking for resizing for websites but some alterations will be needed. Is photoshop still the best ?
when I checked online, they were offering some monthly pay feature. What's that about?

There is one out there called Photofiltre that I have used. Good fun.

Photoshop might be overkill. It depends on your needs. If you want simple resize, crop, brightness/contrast adjustment, Microsoft Office has a photo program included called Microsoft Office Picture Manager. It is not the best, but it is included with Office and has served all my needs.

I use Irfanview also. It has an excellent batch resize function that comes in handy for what I use it for.
