Can you “make an offer” on Stub Hub FSU game tickets?

For example say the UVA @ FSU game is at 3:30pm and tickets are still available right before the game on stub hub at $______ a seat. Can you offer the seller(s) an amount of your choosing or is the price they are asking the only option?

I have used stub hub a lot. I don’t believe this is an option.
There is a feature where you can ask to be notified if tickets reach a certain price point but I don’t know the details.
