I dont recall any of the golf regulars in the PGSF saying never again on Spieth, but you might have posted this on TC and it got moved.
He had a long way to go, his game was lost but this year it was obvious he was going to get the win as his putting stroke looked like the old Spieth at times

I’ve learned to never say never when it comes to Tiger. He has to be a physical wreck but he can probably win again I would guess. I don’t think he’ll catch Jack but Snead I’d say probably yeah. What do you think?

Since he probably won't be eligible for any WGC tournaments anytime soon, perhaps he can play in one of the concurrent PGA events played in the tropics and win that. I don't see him rebounding to beat the top players in the world, however.
