But I really think it is time we as a country, come together, and establish a Constitutional amendment to solve one of the great ills our society is facing today.

The next amendment to the Constitution should once and for all establish which button I have to hit to process my check card as a credit card and not a debit. Whether it's the green button, the red button, or a list of options after I swipe my card, I don't really care; but the credit card machine processors need to get together, and come to an agreement, once and for all.

Also, gas stations need to make up their minds on the order of the regular/plus/premium nozzles. I'm convinced it's a rip-off scheme when 85% of them have regular on the left but just occasionally you find one where it's on the right, and the normally regular left-hand nozzle is the more expensive premium fuel.

As a rider to this amendment, can we PLEASE standardize/regulate what side of the car the gas cap will be on? That way some jackhat won't screw up the order of things by filling up on the passenger's side of the car and inconvenience everyone else trying to pull in/out to fill up?

The Mag stripe will become less and less used by credit cards starting around October. As you will soon be using the micro chip. You insert the card usually at the bottom of the credit card scanners about half way and leave it in until the transaction is complete. Merchants that use mag stripes after a certain date in October become responsible for any fraud if the credit card has the chip technology. Whereas if the chip is used the credit card company takes the liability. So you can expect more merchants to force you to use the chip even if your card has both starting in October.

Not entirely true. The impact to disputes will only pertain certain reason codes depending upon the brand of the card. The time the transactions are taking to process vs. the swipe is already becoming a deterrent for customers more than the merchants and the liability shift is a joke. We don't foresee any significant impact on our end to make it worth the cost of implementation.

Yeah didn't want to get into the exact details. Just providing a high level overview. And I believe most merchants also will not get into the details as far as enforcing it and make a global policy that if the card has the chip to have the customer use it and not the mag stripe. Rather than training a cashier the different rules for Amex vs MasterCard vs Visa, etc.

I personally have only got to use the chip at a merchant once and the time it took was not significantly slower in response time that i noticed.

And on your end, I assume from a merchant's perspective. Well you might be amazed at the counterfeit cards that are out there and how real they look and can program the mag stripe to work correctly. And in the end the amount that card issuers/banks write off due to these counterfeit cards and fraud. It's hundreds of millions of dollars each year. I realize they still are quite profitable from merchant fees, interest, etc. And before a merchant would not take the liability, the card issuer/bank would. You want to see an impact as a merchant go ahead and take on the risk of keep swiping mag stripes when the chip is available. And depending on your volume and how often a dispute that is covered under the shift hits you as a merchant could be pretty big, especially if you are a huge merchant like Wal Mart.

Now, I do realize it is more a benefit to the banks/card issuers and potentially to customers (in terms of not having to get cards reissued when they are a victim of fraud and look at statements to send which charges are not theirs, etc) and more of a pain for merchants. It will also be more of a pain for the criminals. Now eventually I am sure they will figure out a way to counterfeit the chips, especially if the price and method to obtain them becomes easier.
 
Was just forced to use the chip at a Wal Mart recently...had no idea what it was all about.
 
furthermore, no option for a carwash shall pop up when i am trying to go through the rigors of swiping my card at the pump. Is this a debit card yes/no and would you like to add a carwash yes/no can look too similar when i'm in a hurry.

Counterfeit disputes are an insignificant fraction of total fraud at this point. With Visa it's the only reason code that will be impacted. If they decided to go full chip and PIN like they have in Europe then it may be worth it. Now we'll just see the shift to online fraud as there isn't much a merchant can do outside of Verified by Visa or MasterCard SecureCode. We'll see!

I agree with you in that the fraud may shift to online. And the criminals always seem to be a step ahead in finding ways to find fraudulent ways of doing things. The chip and pin is probably where the banks would like to go but I have to imagine consumers not liking it for if they forget the pin and that is the only way they have to pay getting rejected at point of sale and some customers claiming they don't have a pin. I can see eventually verification being moved to some kind of biometrics like a thumbprint scan or iris scan. I use an iris scanner to get into my office revolving door. People will freak out too much data will be collected at that point though may be the push back that halts that type of technology being used should it become cost efficient for the devices and storing the data.

It serves as an all in one card so you can use as a MasterCard or Visa (which is generally more widely accepted than whatever ATM Network your debit card might be associated with) credit card to make purchases without entering a PIN and it comes directly out of bank account. It also serves as an ATM card so you can withdraw money directly from your bank account at an ATM machine. Merchants prompt you and if you say you don't care most will ask you to use Debit as there is either less or no fee to them and less fraud associated if you have to enter a PIN.

If you didn't have an all in one card then you would have to have a separate MasterCard or Visa tied to your bank account and then a separate card for just withdrawing from an ATM.

I understand that, but why not just use a credit card and at least get miles or points on your purchases?

I agree with you, as that is what many consumers do and just pay off bill in full each month so you in essence get free stuff just for your normal spending. However,some consumers are not aware of those or don't want to deal with another bill to pay. And some don't trust having an open line of credit to potentially be able to spend more than what they presently have in their account, so they use it to control their spending and/or their significant other.

In addition, the main gas price posted should be what regulars Joes would pay if they pull in. Lower prices for members, cash customers, car washers, etc. should be in the fine print, not vice versa.
