Yep. They offered what is probably a close to acceptable amount ($5.4 mil) and when it wasn't accepted they've gone "stigginit" on the owners.

That having been said, you're missing the real villian. The Vegas 'expert' appraiser brought in by the government:

"They first offered $2.4 million. Then they offered $5.2 million. Then when the lawsuit was filed, the government offered $1.2 million, and now as we've progressed through this litigation, the government's number now is down to $333,300.”"

Sounds like they're trying to extort $ from the taxpayer. "You can't run your operations while we're here, you're losing millions every day...so pay us more than the land is worth to go away or we drag this out some more"

Govt already has the land. I don't think there is any issue where they are squatting on it (interlopers aren't welcome in that area...). They're just not accepting the government's offer for the land.
Whoever found 3 trillion in mineral rights in Afghanistan told these people they should hold out for 9 figures from Uncle Sam.

Probably. $14,000 an acre for relatively useless desert land (well, useless after the USAF allegedly purposefully bombed and destroyed their mining operation) isn't that bad when New Mexico land only goes for an average of $2k per acre.

Now the $330,000 offer is basically a joke, that's not even a grand an acre and this land has valuable mineral rights on it IF the American government would (allegedly) stop blowing up their business.

It's New Mexico, the highest and best use is either for military use or harboring a meth lab. They should have taken the five million.
 
Since the Comprehensive Nuclear-Test Ban Treaty has yet to be ratified, I believe that we (Department of
energy & USAF) need to conduct a few rounds of atomic weapons testing at Groom Lake...

I read the article the OP linked...then I was thinking "Wait a minute. We don't have to figure out how to get the crew off the sub. He's already done that, he would have had to. All we gotta do is figure out what he's gonna do. So how's he gonna get the crew off the sub...They have to want to get off. How do you get a crew to want to get off a submarine? How do you get a crew to want to get off a nuclear sub???
