My understanding is that it's literally going to be a flip from the comics with rather than Iron Man working for the gov and corporations and Captain America working for individual freedom, it's going to be the dead opposite of that.

Given the personalities I've seen, that makes more sense to me. I while I could see Cap standing to protect individual freedom, I could not see a scenario where Downey's character sides with the government.

I can. They've set the stage for Starke taking full blame for Ultron and Tony's guilt trip moving him toward regulation.

Cap is going to go balls out on protecting Buckey from persecution and anti big brother (stage set in Winter Soldier).

What confuses me are the team members.

Absolutely. It makes me believe that there's gonna be others that aren't mentioned yet. Maybe Dr Strange joins Cap's side.

what makes more sense is for Starke to oppose government control as he always has. Capt America will be a good soldier as usual and those accepting government oversight/direction will align behind him.

That's how it was in the comics, however Cap has developed a distrust for the Government in the cinematic universe as he's realized there are lots of corruptions and perversions he wasn't aware of prior. I can definitely see the cinematic Cap refusing to side with Governmental oversight. Its harder to see Tony doing so, however with the Ultron program being such a disaster, maybe he believes that they have to have oversight.
