Negative camber?

Ok, I live in the burbs - not Miami or LA so I'm insulated from certain stupid things. But last night a car was in front of my with wheels tilted so far that only about 10% were actually touching pavement. Was a nice car too. WTF is the point of something like this?

Is that the actual car you saw or just an example of one that is similar?
 
Example. One I saw was a nice Accura. Back wheels were similar but the front weren't as stupid.
Gotcha...yeah, that is pretty hideous...I saw a low rider the other day and was shocked. I didn't think there was a demographic that liked that kind of stuff anymore. This sucker was purple truck, dark windows, little tires and dropped all the way down to the ground...so dumb. The bowlegged tire thing is new to me...can't be good on the tires at all...or safe
 
Yeah, there was some sort of lettering on the back window about stance, but it was so stylized that I couldn't really read it. Guess I'm too old.
 
I wonder if the driver has his pants hanging around his ankles to match?

I just saw the same thing for the first time. Is there a functional point of it?
