I bet if we're seeing it this plainly, it's a somewhat older one.
If it were a govt vehicle they'd be flying it around Nevada, not Ohio. Nah! Let's fly slowly at dusk over a Walmart Parking lot in the midwest! Who'll notice?

There is a long history of "secret" activities/unexplained sightings centered around Wright-Patterson AFB, near Dayton.
Not saying this photo is legit or not, but Wright Patt has definitely been known for secret R&D on darpa and dod aviation projects, specifically x-planes and radar tech.
If real, my guess is the plane was conducting radar signature testing and might have encountered problems and needed to land unexpectedly, hence the low alt over populated areas and escort choppers. Who knows, cool plane though.
Thanks - dad was stationed there long ago and I'm familiar with the stories. All the experimental craft he admits to seeing were in Nevada. Logically any components produced in Wright-Patt would be shipped to Groom Lake and assembled there for testing, like all the others.
Love stuff like this....wouldn't it be cool if we had proof in our lifetimes?
