I took a look at some recruiting rankings for the ACC. Personally, I don't use rivals as my favorite, but they're typically very similar.
Of the 11 ACC teams not named FSU, clemson or miami, the ACC has recruited and received verbal commitments from a total of 7 players with a star rating of 4 or higher. To put that in perspective, FSU has 11 by themselves. Four more than the rest of the ACC combined. Clemson is hopeful for a bunch of late commitments, and will likely receive a few, and Miami has a lot of good but not necessarily any blue chip commits.
Get ready for some more down years in the ACC.
