Yahoo Sports- Bucs will take Winston #1

Benjamin Albright of Yahoo Sports is reporting that the Bucs have completed their "due dilligence" and the selection of Jameis Winston at #1 overall is a "done deal"

I'm guessing Cornwell is upset because Jameis either owes him money or is having someone else serve as his agent.
