Both not cheap. A good site for deals on racks is etrailer.com
Several friends of mine have the Kuat. It's a great rack but very large.
The 1up is great because it comes fully assembled and folds compact for storage. Also the 1up is easy to use and is all aluminum with no plastic parts to break. Made in USA. My 15 year old rack is starting to fail. My next rack is going to be the 1up.
We've got one similar to this. Only hassle is with women's/kids bikes without the traditional cross-bar you need to get an adapter or it's a pain in the ass to get them on the rack.
I would second the Nashbar recommendation. We have the same model for two bikes for my Jeep. It is easy to mount to the carl the bikes load well; they are very secure in the rack. Been quite pleased and did not spend an arm and a leg.
