A military guy that completely agrees with you. I can tell you there are a lot of us that feel that way. I can tell you in my job and the units I am in we make it a point to try and spend smartly; even though the rules often prevent it. There are major restructuring efforts across the board which will help some; the most important one being in Army Acquisitions. The military will always waste money though.

They come in all colors—merle patterns, tri and bi-colored. But I do think that’s probably a border collie.
