Does anyone watch or even know the PanAm games are going on?

Fliping through the channels I've seen them on one of the ESPN networks-- usually gymnastics and swimming.
I'll follow the baseball/ basketball results but since these aren't the best playing it won't garner much interest. I still love the country vs country component.

Are the PanAm games qualifiers for the olympics or something?

I've seen them on. They're fairly irrelevant any longer.

I saw that it was on, not watching though. Also saw the MLB All Star game was on last night, didn't watch that either.

It depends on the sport (and even the national federations within the sport). For swimming, this is essentially USA's "F" team, outside of Coughlin and maybe Schmidt, you won't see any of these swimmers making any runs towards the USA Olympic team next summer. But I know a few of the other swimming federations have their "A" teams. And the lesser countries, this is the chance for their swimmers to earn Olympic A and B standards to be allowed to represent their country next summer.

Jreed, get your snuggie tuggie ready. ESPN deportes has womens' beach bolleyball on right now.
