Hands to the face penalty? Defensive holding on a running play?

Just to add more fuel to the referee fire at Winston-Salem...on Wake's final drive FSU was called for a crucial hands to the face 15 yard penalty. I just rewatched the game replay...what in the heck was that call? The player they called it on didn't even have his hands above anyone's shoulders. There is no referee in the business that can blow that call. Especially in a situation like that with the game on the line. It has to be intentional. No college ref can be that bad.

How do you have defensive holding on a running play, which FSU was flagged for on a separate play. Can someone explain that call?
