iPhone iCloud Question

My storage is almost full on my phone. I have 200 gigs to play with on my iCloud. I have backed up my phone to the cloud and I should be good do start deleting some of my 3000 pictures.

The only issue is, where do I go see my pics that are not on my phone anymore. They are not showing up under my iCould 4.0 windows link nor are they all showing up under my iCloud Photos.

I want to be able to see and view them all before I start deleting from my phone.

Has anyone else gone through this before and know how to walk me through?
 
Completely over thought this one.

You can simply plug your phone into your computer and upload pics to your hard drive like you would any other external device.

If you are an Amazon Prime customer they have a Cloud Drive that will automatically save photos and is unlimited. Eliminates having to use iCloud for that.

can also use MS OneDrive, which has 1 TB storage for Office subscribers.

All of my thousands of iPhone pics get dumped monthly onto an external harddrive.
