Nebraska can't shake drive-killing penalties

Nebraska is absolutely shooting themselves in the foot with penalties on this opening drive.

Is this a failure on Scott Frost? Ultimately it all rolls up to him, but it's interesting to see another program take the hottest available coach and still deal with head scratching penalties that take yards and points off the board.
