NIL deals! How do they work?

Just trying to figure out do Coaches/teams control NIL money. For example. Let's say Mt. Dew wants to offer a player 2 million for their NIL, do they contact the player directly or does Norvell/FSU have to approve it. Is NIL structured as a "salary cap" managed by the team?
