Recruiting Question

Teams are allowed a maximum of 85 players on scholarship. Correct? Also, Teams can only sign a maximum of 25 recruits each year. Correct? Example to make my question clear: If a team only has 55 players on scholarship due to graduation, entering transfer portal, medically disqualified or quitting, with the signing limit of 25 recruits, would a team have to enter the next season with only 80 players? Really trying to understand how the numbers work.
