So I was in for the first time ever for the Louisville game, and while driving, I saw something along side the road near some driveways and was curious what they were for.

The metal hitching thing on the sidewalk. I think it was mostly on Mahan, but may exist elsewhere.

It is a railing to keep you out of the ditch. If you look close the elevation of the sidewalk is not at the existing grade. There is a small storm water drainage ditch there that connects to the street grate.

The FDOT 4-laning of US 90 east turned out beautifully, tiny railing segments notwithstanding. The separated curving sidewalks look great, the water retention facilities are just like parks and except for the peak 30 minutes traffic moves. I like it!
