IMHO the answer is Reagan and it's not even close.
BWI is a nice airport but it's setup better for traveling to Baltimore rather than DC
You cant beat the convenience of hopping off your plane at Reagan and immediately jumping on the metro. At BWI and Dulles you have to take a car, train, or bus to get to a metro stop which sucks.
Washington DC's metro is a real gem. I think most people who live in DC and have never lived anywhere else don't realize how good they have it. It beats the mass transit options in any other American city I have been in. New York has more stops and better coverage of the city than the metro does, but the NYC subway is so filthy and sketchy that Metro still beats it hands down.
