I don't think your second option is viable. CFB and MBB are popular b/c there is an attachment by most people to an institution. I don't see people donating tens of thousands of dollars to a minor league squad. I think your first option is the best.

I'm not particularly married to any of those options, they were just a quick brainstorm of some options, I'm sure there are hundreds more that are as good or better.

Just wanted to illustrate that this is something that could easily be handled, without the need of a rocket scientist, so those administrators or fans saying it's impossible or would destroy the sport are acting out of some intellectually dishonest ulterior motive.
