Uhh, so does this mean diminished interest in the ACC Network? At the very least it means we aren't likely to get it out of market. If we are looking at launching a year from now, and this is how it's going for two other established players, doesn't this give espn an incentive to resist implementing the ACC Network or to implement it at the bare minimum to meet obligations?

"As of this month, Big 10 Network (BTN) is being removed from the Sports & Entertainment package for areas that are out-of-market, meaning this will not impact customers who live in an area with a school in the Big 10 conference.
The areas that will continue to receive BTN are Illinois, Indiana, Maryland, Michigan, Minnesota, New Jersey, Ohio, Pennsylvania and Wisconsin.
Other customers may see the channel removed at a certain point in the future."

Earlier not very related article about VT struggling to meet their contributions for network readiness:
It basically says this:
1) the ACC is already over double its budget to build its network center, with a long ways to go.
2) some schools (especially VT) are having a very hard time doing the campus and contribution requirements to get ready for the network
3) the magical deal with ESPN includes a show me clause that we are network operational BY AUGUST 2019.
If schools aren't able to meet the requirements, and we are already over budget, espn can what? Back out of the deal or keep the deal without having to do the full network? Anyone know that crucial bit of info?
