What is the annual cost of a scholarship?

With limits on ships moving from 85 to 105. Curious about what decisions may be weighed with scolly's/NIL. Do you really need 105? Is it better to cap it at say 95, and divert the $ from the potential other 10 scolly's to upgrade the 95 you have thru NIL?
