Do players have to be in the portal by 5/1 or..

Do they have to have been in the portal and picked up by a new school by 5/1? If a kid chooses a new school do they "have" to be on scholarship? Curious if Player A leaves FSU as a scholarship player can they go to Harvard as a preferred walk-on or some other designation? Anyone?
