fsu was penalized 10 times for 100 yards. I don't know how many were on third down. But there were several. Also Fsu lost out on possession time because the refs were overly permissive relative to wake. Wake conservatively got 10-20 minutes extra time of possession because of that. Given their yard per pass and per rush were low, id say that is the sole reason for their top advanatage and for the low score from Fsu who scored on 5/7 possessions.
Every penalty for first down equals about 1.5 to 2 minutes of gam clock
