When prater missed that kick and they had a delay of game the falcons should've been able to decline it and game be over, not reward him with another kick 5 yards back when this guy can make from 60

That's not a NFL only rule. You can't decline a delay of game penalty.

It's kind of like a false start where the play never happens and not supposed to be allowed to continue. You can't decline a false start penalty just because the QB throws it up really quick for an INT.
 
Its been like for as long as I can remember. Right call all the way. The only thing Lions can do in that situation is decline the 5 yards. Go Noles!

one of the refs that was underneath the goal post was halfway down the field when the ball was still in the air, I wouldn't call that late...
 
It Sucks as a Falcons fan, but the right call. Atlanta lost that game. Bad coaching, One of the worst throws from Matt Ryan, and Julio can't catch. The life as a Falcons fan.

Actually, one can decline a delay of game (or any) penalty. I've seen many declined over the years when a team's trying to get more room to down a punt, for instance, and the opponent doesn't want to give the punter the extra room.
 
You can decline it, but because it's a pre-snap penalty, the ball would stay where it was for the re-kick. The play never happened because the play clock ran out. By taking the penalty, they made he try again from even farther away.
