Doesn't mean they didn't snap the ball late. Besides, the ref threw the flag but you couldn't see it and it may have been difficult to hear the whistle on tv.Originally posted by seminole190023:

Actually, one can decline a delay of game (or any) penalty. I've seen many declined over the years when a team's trying to get more room to down a punt, for instance, and the opponent doesn't want to give the punter the extra room.Originally posted by Nole York City:
