The USGA has come out and admitted mistakes made in the course set up saying the afternoon groups played in unfair conditions. I would think Phil's actions contributed some to that statement.I love Phil but absolutely agree he should be DQd for that. It was extremely douchy.
On the other hand, Phil is calculating and was very clearly sending a message to the USGA imo. Least ye forget how vocal he was about the Ryder Cup after the Americans were getting worked every time. It was only after Phil spoke out did you see any changes to the process get made.
My guess is you'll see the same sort of impact with future US Opens. Phil may not have the resume Tiger does but he's very influential regardless...
