Yep, 0 and 30 are in two very different worlds. Sure, damp cold is different, but that is a silly statement.
Couple years back, had a coworker down from Denver. We were in Houstank in January and it was roughly 45 and damp. That dude could NOT warm up, all kinds of shivering. Asked what his deal was. "This is a MUCH colder 45 than back home."
True enough, upper 30s in Denver and I'm running around in shorts and hoodie. Upper 30s in North Texas with the wet air and I'm a couple layers in.
