We hear this every year in the spring and fall when the defense dominates the offense, but rain reality it's just an indicator of how bad the offense really is. When the lights come on and the defense has to face just an average offense we find out quickly that they are not very good and that the offense/defense gap is so huge that it makes the defense appear to be dominant.
