"No Evidence of Rape...BUT"

So amid far less media hoopla as was drummed up during the initial Rolling Stone magazine report, the police announce that they have not found any evidence that a rape actually took place at a UVA frat house.

So, case closed right?? WRONG. The case remains open. According to the New York Times Article linked below:

"That doesn't mean that something terrible did not happen to Jackie on the evening of Sept. 28, 2012," Chief Longo said, referring to the alleged victim and adding that his department was simply unable to corroborate her account. He added, "This case is not closed by any stretch of the imagination."

Why do people bend over backwards to protect blatant liars and give them the credit that they simply don't deserve? As long as the case remains open, some may be tempted to say "well the police just didn't investigate it properly..." or "...well there was a conspiracy to protect the sons of the well-heeled UVA elite". Stop me if you've heard something similar before.

At what point to these attention-seeking accusers get called out on the carpet and punished for blatant lies?

I have to admit I was taken aback by the comment from the police. How is the investigation "ongoing" in light of no evidence of a rape? What are they investigating?
